[CON Devel] Loading 2002 NEI data into CONCEPT

Hi all,

We are trying to load the 2002 NEI dataset into CONCEPT. When I get to
this step:

  ./concept import_nei_area -n usa2002 -s scenario1 
     -d /opt/vulcan/CONCEPT/bseib/concept_projects/usa2002/scenario1/nei

It loads the data into the 'nei_area_xx' database tables, *except* the
table 'nei_area_em' is still empty! I saw few lines dropped because of
errors, but looking at the log file I think I should still see a lot of
data loaded in that table. (Attached is the logfile from running this
command.)

Anyone have this experience, or possible explanation?
