[Concept] Subversion Repository setup for CONCEPT

Hi all,

I have started to setup a subversion repository for the CONCEPT code 
base. Developers will benefit greatly by keeping everyone "on the same 
page" rather than everyone working from slightly different versions of 
the code base. Making releases to users will also become much easier to 
manage as well, knowing the code changes are always being converged into 
one spot.

If you have used CVS or revision control tools before, this should be 
easy to pick up. I plan to help folks get started with source control 
concepts, and setting up SVN (subversion) clients, etc. I'll also need 
help and input from you guys when it comes time to organize the contents 
of the repository so that it will best serve what you're doing, whether 
you are a developer or a user.
